Ghana’s Strengthening Accountability Mechanisms (GSAM) was a six-year social accountability project which commenced in 2014. GSAM aligned with the 3 objectives of USAID Ghana’s 2013 – 2017 mission strategy: improved quality and transparency of MMDAs budgets and their capital budgets”; increased citizen satisfaction with capital projects; and the quality of local governance’’. The project directly contributes to Development Objective One (1) of the USAID Ghana Mission’s Country Development Cooperation Strategy.

GSAM sought to improve accountability by enhancing mechanisms of top-down and bottom-up social accountability in MMDAs; through increasing the quality and quantity of information available to citizens about the effectiveness of development projects funded by MMDAs capital budgets via extensive CSO monitoring, the production of scorecards, and public information campaigns that mobilize citizens to use the scorecards to demand improved development planning and execution.

Devtplan Consult was awarded the contract to collect quantitative and qualitative data from 1000 households using CAPI including 50 Focus Group Discussions across 50 districts within the 16 administrative regions of Ghana.
